There is a Communications Summer Program at American University in Washington D.C. This program is typically open to high school students, including rising high school 9th graders.  The program includes communications of many different modalities including writing – https://www.american.edu/summer/high-school.cfm

Georgetown University has a summer creative writing program. In the past, it has been intended for students in grades 9-12 during the current academic year.  You may want to check on this opportunity just to see if the grade levels for eligibility are still the same – https://scs.georgetown.edu/departments/21/summer-programs-for-high-school-students/home

It may also be helpful to check with your school’s guidance counseling office to see if they have information about summer program options.  It may also be useful to contact a local college’s English Department or K-12 Outreach Office to see if there are any summer writing options.
